FEMA Transitions Public Assistance Grant Management System

On August 30, FEMA will transition all active non-COVID Public Assistance disaster declaration management information from its Emergency Management Mission Integrated Environment (EMMIE) to the more modern, transparent and accessible Grants Manager and Grants Portal systems. 

FEMA is supporting Public Assistance applicants as Grants Portal (GP) and Grants Manager (GM) are now the official systems of record for Public Assistance grant activities. As disaster event information migrates to GP and GM, management functions will be disabled in EMMIE and all reporting should be done using GM/GP to ensure data accuracy.

To streamline this transition and provide additional guidance to states, Tribal Nations, local and territorial governments, as well as certain nonprofit organizations, FEMA is providing the following resources: 

  • FEMA Grants Portal training – YouTube
  • EMMIE Decommission Training 
  • Public Assistance recipients and applicants may submit requests for support or improvement via the PA Hotline at (866) 337-8448 or FEMA-Recovery-PA-Grants@fema.dhs.gov

As the official transition to GM/GP approaches, Public Assistance recipients and applicants should keep the following dates in mind: 

  • August 29 – All active non-COVID events will be locked and inaccessible in EMMIE and GM effective 6 p.m. EST.
  • August 30 – EMMIE data for all active non-COVID events will migrate into GM/GP between 8 p.m. EST and midnight. During this period, the GM/GP platform and EMMIE will be temporarily out of service. Users will not be able to conduct actions on the event in EMMIE after this is done and will retain read-only access to EMMIE event information. Other functions like obligations, closeouts and a connection for Environmental and Historic Preservation reviews will be available for the event in GM/GP.
  • August 31 – GM/GP platform will return to normal operations, migrated data will be accessible.
